According to the cooperation experience between Geely and the London government, Li Shufu suggested that Beijing can follow the example of London, set the second and third ring zones as zero-emission zones, and only allow pure electric vehicles to enter, so that at least the air quality of Beijing's second and third rings can be guaranteed.
The technical route is controversial Although Li Shufu's idea is more radical, it reflects from the side that the automobile industry is trying every means to find ways to reduce emissions. In November and December last year, China's new energy vehicle production was 9,728 vehicles and 27,200 vehicles respectively. In the first two months of this year, the output of new energy vehicles was maintained at more than 6,000 vehicles.
Dong Yang, executive vice president and secretary general of the China Automobile Association, believes that the main reason for this phenomenon is related to the “regression” policy for subsidies for new energy vehicles. “Some car companies have incorporated the new energy vehicles produced in January this year into the production of last year to enjoy the subsidy policy. Dong Yang believes that with the reduction of subsidies for new energy vehicles by the state and local governments this year, the growth prospects of new energy vehicles this year are hard to measure. In fact, due to the large investment cost of R&D of new energy vehicles, some car companies are worried about the marketization of products and cannot generate investment income, so they are still adopting a wait-and-see attitude.
Using the policy to force the market, although the route is still controversial, this year car companies must take action on emission reductions. According to the plan of the Ministry of Industry and Information Technology, by 2015, the average fuel consumption of domestically produced passenger cars will reach 6.9 liters/100 kilometers, and the listing and expansion of new vehicles that are not up to standard will be affected. After five years, this requirement will reach 5.0 liters/100 kilometers.
"This policy has caused a lot of pressure on car companies to increase sharply. In order to meet the requirements, many car companies will increase their efforts in the promotion of new energy vehicles this year," said an auto executive who did not want to be named.
At present, the calculation method of the average fuel consumption of the main body of the accounting vehicle enterprise in China is: the sum of the product of the fuel consumption of each model of the main body and the accounting base of each vehicle, divided by the sum of the accounting bases of all models of the accounting entity. This means that if there are more energy-saving and new energy vehicles in the car companies, it will directly lower the average fuel consumption of the car companies and pass the red line assessment.

Dong Yang revealed at the symposium that in order to ensure the production consistency and efficiency of new energy vehicles and make them truly contribute to energy conservation and emission reduction, the China Automobile Association is currently participating in a method formulated by the government to strengthen all aspects of passenger cars.
