At 0:00 on May 12, the leakage of phosphorus in the sedimentation tank of Anning Branch of Yunnan Malong Industry Group Co., Ltd. spontaneously set on fire. Yunnan Provincial Fire Brigade and Kunming Fire Fighting Brigade quickly sent officers and soldiers to participate in the fight. At 4:45 in the morning, the Anning Municipal Government set up an on-site command post under the command of Mayor Li Xi of Anning City. Within 40 hours after the establishment of the headquarters, opinions of relevant experts were adopted, and five methods including sand and stone cofferdam landfill, water injection cooling, tank top pumping and soot removal, liquid nitrogen condensation, and concrete wall filling were adopted. In the treatment, mud phosphorus leakage and fire are effectively controlled, but the fire cannot be completely extinguished. At 9 o'clock on the evening of the 13th, the headquarters decided to use phosphate slag bagging cofferdams, high-lift mine conveyor belts, and concrete as a whole to handle the water. At 7:15 pm on the 14th, the fire was basically extinguished. At 10:30 on the 15th, all fires at the scene were extinguished.

According to the person in charge of the Kunming Environmental Protection Bureau, by 2pm on May 15th, the sulfur dioxide and hydrogen dioxide contents of all monitoring points are within the national standards, which indicates that the environment in the plant area and its surroundings is safe. There was no other casualties in this accident except that one firefighter was burned by mud phosphorus.

The accident caused the Yunnan provincial party committee, the provincial government and the Kunming municipal party committee and government to attach great importance to it. Yunnan Provincial Party Committee Deputy Secretary Wang Xueren, Provincial Party Standing Committee, and Kunming Municipal Party Committee Secretary Yang Chongyong gave instructions. Deputy Secretary of the Kunming Municipal Party Committee and Secretary of the Municipal Committee of Politics and Law Tian Yunxiang Deputy Mayor Li Jiang and Chen Ying were present at the scene.

According to reports, mud phosphorus solidifies when the temperature reaches 41.4°C, but when oxygen is encountered at 35°C, it ignites spontaneously and it is very difficult to extinguish. In this accident, 6,000 personnel participated in the disposal, and the direct rescue cost was 200,000 yuan. The property damage caused by the accident was far from the cost of rescue.

In the next step, the Safety Production Supervision Bureau of Kunming City and Anning City will investigate and handle the cause of the accident and urge the company to seriously rectify it. At the same time, it immediately conducted a thorough inspection of the safety production conditions of the chemical industry in the city, especially the management of hazardous chemicals.
