Large livestock have temporary difficulties in drinking water. After entering this year, the province has been subjected to heavy rainfall four times. It is faced with the dilemma of droughts and floods, droughts in the south, droughts and floods. In the face of rare disasters, financial departments at all levels will play a functional role in scientifically dispatching funds, real money, and cooperation with related departments to fight disasters and disaster relief, promote agricultural production, and provide a strong financial guarantee for the province’s “summer harvest” this year. It lays a solid foundation for the start of the "Twelfth Five-Year" victory.

Financial protection coverage after the disaster
According to a related person from the Provincial Department of Finance, in order to ensure grain production and food security, based on a 300 million yuan total advance subsidy for Fujian Province in advance of the previous year, at the beginning of the year, the provincial government allocated another 5.663 billion yuan in grain direct subsidies and comprehensive agricultural materials. Subsidies were allocated to all counties at one time, nearly half a month earlier than in previous years. At the same time, we started the system for the payment of food subsidies for the payment of progress reports, intensified our assessment, ensured that grain subsidy policies and funds were put in place, and strongly supported all regions of the country, especially those in northern Fujian, to do a good job of drought relief, spring floods, and conservation.
To cope with the disasters this year, the central and provincial governments have allocated a total of RMB 1.01 billion in flood prevention and drought relief funds and disaster relief subsidy. This has effectively supported the drought protection, seedling protection, and flood prevention and drainage efforts in various areas, and the scope of protection has gradually expanded to cover pre-disaster disasters. Among them, the central government’s various funds amounted to 713 million yuan and the province’s fiscal arrangements totaled 212 million yuan. In addition, the province also allocated 85.2 million yuan in special funds for disaster relief for the subsistence allowance of the affected people.
Agricultural insurance propped up umbrella
Before the disaster, agricultural insurance locked the risk of agricultural production, ironed out farmers' income fluctuations and played a stabilizing role.
The finance departments at all levels of the province took the initiative to assist insurance agencies, strengthen communication with local agriculture, meteorology, and water conservancy departments, pay close attention to the development of disasters, actively study and formulate effective measures for disaster prevention and reduction, establish a green channel for claims, and make timely and accurate claims. Going home to help affected farmers resume production as soon as possible. As of the end of May, the province has cumulatively insured 215 million mu of crops and 6.489 million head of livestock, providing 56.3 million farmer households with 63.2 billion yuan in agricultural production risk protection; accumulated compensation of 1.75 billion yuan, and 14.148 million farmers have benefited from it.
At the same time, the province has also gradually expanded the coverage of agricultural insurance, and the pilot areas have expanded to all cities, counties (districts) in the province; pilot varieties have been added to rice, wheat, rape, cotton, corn, soybeans, fertile sows, and dairy cows. Basically covered the province's major grain and oil crops.
Investment in science and technology to boost output of summer grain
From the "low-lying land" to the "thousand-jin field," Ge Haoxin, a large grain producer, spent only five years. At the beginning of June, in the contracted fields of Haozhuang Village and Daiying Village in the Xiangyang West Office, Ge Haoxin’s 2,000 mu of wheat flourished golden, and the harvester was under intense harvest. The harvest of summer grain in the disaster year was closely related to the ongoing high-yield wheat harvest research activities in our province. A large number of advanced agricultural science and technology have been transformed and utilized, and modern technology has strode into the homes of ordinary farmers.
Looking back at the province’s wheat production in recent years, it is clear that the technological advancement of yields and the drive for increased food production are clear. During the “Eleventh Five-Year Plan” period, the province focused on supporting the implementation of the “Three Actions” of high yield wheat research, rice industry promotion and corn revitalization plan. The provincial finances arranged a total of nearly 1 billion yuan in project funds, and focused on supporting the promotion of improved varieties. A new path of “depending on science and technology, main attack yields, and increased production and efficiency” has emerged, effectively tapping the potential for increasing grain output. Various types of high-yielding demonstration areas have also become an excellent platform for the display and promotion of high-yield technologies. Some of the major producing areas have started the establishment of integrated high-yield systems to promote large-area balanced production. This year, the province will continue to promote the "three major actions" for grain production, plan to invest nearly 300 million yuan in fiscal funds, increase grain production with science and technology to drive grain production, and fully implement affordable agricultural policies to strengthen drought relief services.
