SEPA: EIA will serve as an important means of economic management

Zhou Shengxian, the former head of the State Environmental Protection Administration (SEPA), emphasized at the China-Italy Environment Week that China is actively working to improve its environmental conditions through a series of strategic initiatives. He outlined five key measures aimed at addressing pollution and promoting sustainable development. First, Zhou highlighted the importance of strictly enforcing environmental impact assessments (EIAs) as a critical tool for managing economic growth responsibly. He stressed that EIAs should not just be a formality but an essential part of decision-making processes to prevent environmental degradation. Second, he called for tighter control over total pollutant emissions. This includes phasing out outdated industrial facilities, implementing pollution control projects, promoting cleaner production methods, and strengthening regulations such as sewage charges and permits to ensure compliance. Third, Zhou advocated for a comprehensive approach to solving environmental issues. This involves gradually raising discharge standards for industries, creating incentives for companies to adopt eco-friendly practices, and imposing restrictions on those that fail to meet environmental requirements. Fourth, he emphasized the need to implement an environmental responsibility system. By 2010, the government aimed to reduce chemical oxygen demand (COD) and sulfur dioxide emissions by 10% compared to the end of the "Tenth Five-Year Plan" period. This target was considered a binding indicator that all levels of government had to achieve during the "Eleventh Five-Year Plan." Lastly, Zhou encouraged greater international cooperation in environmental protection, recognizing that global challenges require collective action and shared knowledge. In addition to these five measures, Zhou mentioned that the Chinese government is undergoing three major transitions in its environmental policy. First, it is shifting from prioritizing economic growth at the expense of the environment to balancing both. Second, it is moving from a situation where environmental protection lagged behind economic development to one where both develop in tandem. Third, it is transitioning from relying mainly on administrative measures to using a combination of legal, economic, technological, and administrative tools to address environmental issues effectively. By adopting these strategies, the SEPA aims to drive meaningful change and ensure a more sustainable future for China.
