Luoyang City, known for its abundant water resources, holds a unique advantage in developing water-source heat pump air conditioning systems, especially in the northern region. As the country continues to promote energy efficiency in buildings, this technology is gaining more attention. Recently, a real estate development company in Luoyang successfully secured a financial subsidy of 980,000 yuan from the Provincial Department of Finance for implementing a groundwater-source heat pump air conditioning system in their international project. This marks the first time an enterprise in Luoyang has received such support, highlighting the growing recognition of energy-saving technologies. The company’s decision to adopt the state-endorsed energy-saving solution not only helped them qualify for subsidies but also made water-source heat pump technology a viable and beneficial choice. According to Yang Yuan, the general manager of the company, the 980,000 yuan subsidy is just half of what they will eventually receive. The remaining 980,000 yuan will be allocated after the project passes final inspection. On the Ministry of Finance's official website, it was noted that the International Plaza is among the second batch of demonstration projects for renewable energy applications in buildings. The project covers an area of 24,500 square meters, with a subsidy of 80 yuan per square meter available. Huang Xin, head of the Municipal Science and Technology Education Section, explained that since 2006, the Ministry of Finance and the Ministry of Construction have been offering subsidies in batches to encourage the adoption of renewable energy in construction. A total of 21 projects nationwide have received state funding, including seven in Henan Province, with only one project from Luoyang selected. Economic and environmental benefits are both being realized through the use of this innovative system. With increasing demand for heating and cooling in both residential and commercial buildings, energy-efficient heat pumps offer a practical solution. During a site visit to the Yuan International Building, plumbing engineer Li Runhong explained how the water-source heat pump works. By transferring heat to or from the ground, the system achieves significant energy savings. Groundwater maintains a stable temperature, making it ideal for both cooling and heating. In winter, heat from the groundwater is transferred into the building, while in summer, excess heat is released back into the ground. This process allows for efficient operation with minimal energy input. Li Runhong added that the cost of heating using the system is as low as 0.12 yuan per square meter per day, compared to 0.16 yuan for central heating. For cooling, the cost ranges between 0.066 and 0.09 yuan per square meter per day, which is significantly lower than conventional central air conditioning. Over the system's 25-year lifespan, the International Building saves over 300,000 yuan annually, and reduces CO₂ emissions by about 23,000 tons, achieving both economic and environmental benefits. With its promising future, water-source heat pump technology is becoming increasingly popular. As environmental protection and sustainable development become essential for long-term economic growth, alternative heating solutions like this are gaining traction. Huang Xin emphasized that Luoyang's geological conditions are highly favorable for the application of water-source heat pumps. Located at the western end of the Luoyang Basin, the city benefits from a rich water supply and favorable hydrogeological conditions. Major rivers like Luohe, Yishui, Jian River, and E River contribute to groundwater recharge, and recent infrastructure developments, such as the Luohe rubber dam and artificial lakes, have further improved underground water levels. According to data from the Municipal Construction Committee, several buildings in Luoyang, including Luoyang Orthopedic Hospital, Yellow Committee Office Building, Zhongqiao Building, and Lijing Sunshine Ecological Park, have already adopted water-source heat pump systems. The total area covered is approximately 300,000 square meters, with excellent results reported. Huang Xin believes that with its natural advantages and government support for energy-saving initiatives, Luoyang is well-positioned to expand the use of water-source heat pump technology. He encourages local authorities to continue promoting these projects to contribute to the city's energy conservation and emission reduction goals.
