The “sweetness” of development with the “bitter” fortress—Jiande chemical industry has tasted the “sweetness” of circular economy

Jiande City, located in the upper reaches of the Qiantang River, has long relied on its chemical industry as a key economic pillar. However, this growth came at a cost—pollution and environmental degradation were once major issues. Among the most notorious was "Xin'an Chemical," which faced significant challenges due to the high levels of pollution generated during glyphosate production. The process released large amounts of methyl chloride and waste hydrochloric acid, harming both the environment and the company's reputation. In response, Xin'an Chemical took a bold step by developing an innovative industrial system that recycled methyl chloride into raw material for producing silicon monomers. Meanwhile, the waste hydrochloric acid from silicon production was repurposed back into glyphosate manufacturing. This created a unique "glyphosate-silicon product chain" that not only reduced waste but also improved efficiency. The breakthrough technology earned the company the second prize in national scientific and technological progress. This shift marked a turning point for the company. By embracing circular economy principles, Xin'an Chemical moved away from environmentally harmful low-level competition and maximized resource utilization. It became a model for sustainable development in Jiande’s chemical industry. Faced with mounting environmental pressures, the local government took decisive action. Over the past few years, more than 10 chemical companies were shut down or relocated, while others were given strict deadlines to meet emission standards. This year alone, five major companies, including Dayang Chemical and Jianye Organic, underwent significant upgrades. Over 50 million yuan was invested in pollution control facilities to ensure compliance with environmental regulations. At the same time, the city actively supported technological innovation in the chemical sector. Companies were encouraged to adopt cleaner production methods and develop green chemicals. For example, Xin'an Chemical introduced advanced acetone-based technology, increasing the single-pass conversion rate from 82% to 99.5%. This led to annual savings of 39 million yuan, 30,000 tons of coal, and over 200 tons of sulfur dioxide emissions. Xin'an Chemical became one of the first provincial demonstration enterprises for clean production, alongside two other local companies. Five more firms, including Dayang Chemical and Foster, were selected as clean production pilots. By November, the city’s chemical industry is expected to reduce wastewater discharge by 3.24 million tons and cut COD emissions by over 700 tons. Through the creation of a rational industrial chain, what was once considered waste became a valuable resource. This transformation helped boost the competitiveness of local companies. For instance, Xin'an Chemical now recycles over 20 million cubic meters of hydrogen annually, saving more than 80 million yuan in costs. According to Wang Wei, chairman of Xin'an Chemical, the initial environmental pressure eventually led to long-term benefits through the circular economy model. The cost advantages from recycling have become a key competitive edge. Leveraging this advantage, Xin'an Chemical outcompeted its main rival, Jiangnan Chemical, and now holds about 25% of the domestic market share in organic silicon products. In 2022, the company achieved nearly 1.7 billion yuan in sales revenue and 173 million yuan in profit, ranking second in the domestic pesticide industry. According to recent reports, in the first eight months of this year, Jiande’s chemical industry saw sales of 3.127 billion yuan and profits of 280 million yuan, up 42% and 83% respectively compared to the previous year. These results have driven strong economic growth in the city. From January to August, the gross output value of designated-size industrial enterprises reached 7.728 billion yuan, with total fiscal revenue rising 32.2% and 21.75% year-on-year. Jiande continues to show robust economic performance despite broader macro-control measures.
