As a key component of China's "15th" National Major Technological Equipment Development Program, the large-scale fertilizer equipment R&D project was undertaken by Shandong Hualu Hengsheng Chemical Industry Co., Ltd. This initiative was based on the company’s 300,000-ton ammonia and 600,000-ton urea technological upgrading projects, which began construction in November 2004. After successfully producing qualified products, the facility has operated safely and smoothly for over 20 months. On September 6, the project received approval from an expert panel composed of members from the China Petroleum and Chemical Industry Association and the China Machinery Industry Federation.
The project encompasses 19 key development topics, including process software packages, coal-water slurry gasification equipment, synthesis gas purification systems, ammonia synthesis technology, and urea plant equipment. With a total investment of nearly 1.4 billion yuan, the localization rate reached an impressive 93.8%, significantly lower than the cost of importing similar equipment. This achievement marks a major milestone in China’s push for self-reliance in large-scale chemical fertilizer production.
The acceptance committee praised the project for developing core technologies and complete sets of equipment with independent intellectual property rights. It also highlighted the successful creation of the first domestically produced 300,000-ton ammonia synthesis system using coal as the raw material, marking a breakthrough that ends the country's reliance on imported technology for large fertilizer installations. The project is expected to support the adjustment of raw material structures in the nitrogen fertilizer industry, promote technological upgrades for small and medium-sized companies, reduce energy consumption, protect the environment, and elevate the overall level of industry technology and equipment.
It is worth noting that since the 1970s, when China introduced 13 sets of large-scale fertilizer facilities, efforts have been made to localize production. However, full-scale localization of complete installations had not yet been achieved. This time, Hualu Hengsheng succeeded in developing proprietary software packages, key equipment, and comprehensive integration capabilities. The overall technology is now at an international advanced level, with some components even reaching world-class standards.
Following the expansion and transformation, the company has evolved from a small nitrogen fertilizer producer into a major enterprise capable of producing 1 million tons of urea annually. Looking ahead, the company plans to expand its product range by extending into the acetic acid industry.
