Jilin Establishes Provincial Auto Parts R&D Center

On September 26, the Jilin Provincial Auto Parts R&D Center was officially launched. Governor Han Changfu of Jilin Province and President Zhou Qifeng of Jilin University jointly unveiled the center. Deputy Governor Niu Haijun emphasized at the inauguration that the provincial government will actively support the center’s development. This marks China's first provincial-level auto parts R&D center established through collaboration between the government, universities, and research institutions. Its goal is to integrate production, education, and research to meet the growing demand for advanced auto parts R&D and innovation, aiming to become a top-tier national facility. The automotive industry is a key pillar in Jilin Province, with auto parts forming its foundational element. However, over the years, the province’s auto parts sector has lagged behind整车 (complete vehicle) development. Internationally, the ratio of finished vehicles to parts is typically around 1:1.7, but in Jilin, it’s only 4:1. This imbalance isn’t unique to Jilin—many other Chinese provinces face similar challenges. The root cause lies in weak R&D capabilities within the parts industry, which struggle to keep up with global trends like internationalization, modularization, and systematized supply chains. Jilin, however, possesses strong technical resources and a wealth of talent. It is home to several prestigious universities and research institutes, including Jilin University, which houses the country’s only National Key Laboratory for Dynamic State Simulation of Automobiles and one of only two major automotive disciplines nationwide. Despite this, the integration of production, education, and research in the auto parts sector has been relatively weak, due to systemic, conceptual, and marketization challenges. To address this, the Jilin Provincial Automotive Industry Development Office has worked closely with the provincial government to coordinate and align resources across different systems and mechanisms. Since 2006, the office has focused on integrating R&D resources for auto parts, leading to significant progress after nearly two years of operation. Now, Jilin’s advantageous R&D resources are more effectively combined, creating a stronger collective force. The R&D Center aims to serve as a core technology base in Changchun, supporting local auto parts companies and driving the broader development of the industry. It will also function as a high-level training center, a public testing facility, and a project development hub. These efforts are intended to enhance the independent R&D capabilities, production technology, and product quality of Jilin’s auto parts enterprises, ultimately improving their professionalism, mass production, and modular supply capabilities. In the short term, the center will focus on establishing a common R&D platform and technical support system, enabling parts companies to develop in line with OEMs and build independent R&D capabilities. In the long run, it aims to become a national hub for auto parts technology innovation, a training center, a demonstration park, and a public service platform. The center has over 200 professors and associate professors from Jilin University’s Automotive Engineering College and other departments, along with equipment valued at over 70 million yuan. It operates under a council and academic committee structure, ensuring effective management and strategic direction. The council includes representatives from the provincial government, industry leaders, and major auto parts companies, while the academic committee consists of university professors and external experts. The R&D Center will undertake commissioned projects from local auto parts companies, implementing joint development, technology transfer, and consulting services. At the launch event, it signed agreements with five companies, including "Jilin Dahua" and "FAW Car," to develop projects such as the "Flywheel Gear Ring." To further support the center, Jilin Province has also launched a special fund for automotive development, allocating 2.7 million yuan as an initial investment. This initiative reflects the province’s commitment to building a sustainable and competitive auto parts industry.
