Jilin Establishes Provincial Auto Parts R&D Center

On September 26, the Jilin Provincial Auto Parts R&D Center was officially launched. Han Changfu, Governor of Jilin Province, and Zhou Qifeng, President of Jilin University, jointly unveiled the center. Niu Haijun, Deputy Governor of Jilin, emphasized at the inauguration ceremony that the provincial government will provide strong support for the center's construction and development. This marks the first provincial-level auto parts R&D center in China, established through collaboration between the provincial government, universities, and research institutions. Its primary goal is to integrate production, education, and research to meet the growing demand for high-quality auto parts and foster innovation within the industry. The automotive sector plays a vital role in Jilin’s economy, with auto parts serving as its foundational pillar. However, over the years, the province has struggled to keep pace with整车 (complete vehicles) in terms of auto parts development. Internationally, the ratio of finished vehicles to parts is typically around 1:1.7, but in Jilin, it stands at only 4:1. This imbalance is not unique to Jilin—many other Chinese provinces face similar challenges. The main issue lies in the weak R&D and innovation capabilities of the domestic auto parts industry, which are insufficient to meet the rising demands of international markets for modular and system-based supply chains. Despite these challenges, Jilin possesses significant strengths in the automotive field. It is home to top-tier universities, research institutes, and specialized laboratories, such as the National Key Laboratory for Dynamic State Simulation of Automobiles at Jilin University. Additionally, the province has a large number of well-established auto parts manufacturers. However, due to systemic, institutional, and conceptual barriers, the integration of production, education, and research in the auto parts sector has been relatively weak, preventing the full utilization of available resources and expertise. To address this, the Jilin Provincial Automotive Industry Development Office has worked closely with the provincial government to coordinate and integrate resources across different systems and mechanisms. Since 2006, targeted efforts have been made to streamline R&D activities, leading to better collaboration and resource sharing. After nearly two years of operation, the province’s auto parts R&D capabilities have started to converge into a more unified and effective structure. The R&D Center aims to become a core platform for common technology development, offering technical support, training, testing, and project development services to auto parts companies in Jilin and beyond. It seeks to enhance the independent R&D capabilities, production technology, and product quality of local enterprises, while promoting professionalization, mass production, and modular supply chain development. Ultimately, it aims to solve the long-standing issue of underdeveloped auto component industries in the province and ensure sustainable growth. In the short term, the center plans to establish a shared R&D platform and public technical support system for auto parts. This will enable parts manufacturers to develop in tandem with original equipment manufacturers (OEMs) and build their own independent R&D capabilities. It also aims to lead in world-class auto and auto parts development and technical services, conducting innovative research on key technologies and completing engineering projects with independent intellectual property rights. Looking ahead, the overall goal is to transform the center into a hub for technological innovation, talent training, product development demonstration, and public technology services in China’s auto parts industry. Eventually, it will become a national-level R&D base for new technologies and products and an engineering research center for auto parts. The center currently boasts over 200 professors and associate professors from Jilin University's Automotive Engineering College, School of Mechanical Science and Engineering, and other relevant departments. It also has more than 70 million yuan worth of advanced instruments and equipment. The management system follows principles of competition, openness, mobility, and sharing, with a director responsibility system supervised by a council and guided by an academic committee. The council includes leaders from various provincial departments and major auto companies, while the academic committee consists of experts from Jilin University and FAW Group. After its establishment, the R&D Center will primarily focus on commissioned development projects from local auto parts companies. It will accept applications year-round and strictly follow project contracts. The center will engage in joint technology development, commissioned projects, and the transfer of mature technologies, as well as consulting and training services. At the inauguration event, the center signed agreements with five companies, including "Jilin Dahua" and "FAW Car," to undertake R&D projects such as the "Flywheel Gear Ring." Additionally, Jilin Province has launched a special fund for automotive development, providing financial support to the R&D Center. An initial allocation of 2.7 million yuan has already been made.
