Plastic Shopping Bag Paid Use Draft Released

The Ministry of Commerce recently released a draft document titled "Measures for the Administration of the Paid Use of Plastic Shopping Bags in Commercial Retail Venues" for public comment. The draft was made available for feedback starting on the 7th, marking an important step in addressing plastic waste and promoting more sustainable shopping habits. According to the proposed "Measures (Draft)," commercial retail businesses—such as supermarkets, shopping malls, and bazaars—are required to provide plastic shopping bags to consumers beginning June 1st. These bags are defined as those offered by retailers for carrying purchased goods. However, the regulation specifically excludes pre-packaged plastic bags used for items like bulk foods, cooked meals, and pastas, which are intended for hygiene and food safety purposes. Under the draft, retail establishments must clearly label their plastic shopping bags and have the autonomy to set their own prices. Nevertheless, they are prohibited from selling these bags below cost or offering discounts that violate the stated price. Additionally, stores are not allowed to give away plastic shopping bags for free or through disguised means, ensuring that the policy encourages responsible use without undermining its purpose. This initiative aims to reduce the overuse of single-use plastics while encouraging consumers to bring their own reusable bags. It also seeks to create a fair pricing structure that reflects the true cost of production and distribution. As the public review period continues, further discussions and adjustments may be made to ensure the policy is both effective and practical for all stakeholders involved.
