The first batch of the list has only 10 companies. The specific assessment direction includes technology, Quality, scale, EIA, etc. Compared with the current more than 1,000 tire retreaders, the list will have a major impact on the tire retreading industry. According to media reports, the first approved list for the tire retreading industry will be announced at the end of this year. In July 2012, the Ministry of Industry and Information Technology announced the "Tire Renovation Industry Access Conditions" and "Entirement Conditions for Waste Tire Comprehensive Utilization Industry", and the conditions for the establishment and distribution of waste tire comprehensive utilization enterprises, production scale, resource recycling and Energy consumption and other aspects have made clear requirements. Taking the scale of production and operation as an example, the tire retreading enterprise that has been completed has an annual comprehensive production capacity of more than 20,000 standard discounted bars; and the completed waste tire comprehensive utilization enterprise must have an annual processing capacity of no less than 10,000 tons. In order to implement the above policies, in March 2013, the Ministry of Industry and Information Technology issued another "Interim Measures for the Administration of the Admission Notification of Waste Tire Comprehensive Utilization Industry." According to regulations, the Ministry of Industry and Information Technology will publish the declaration enterprises that meet the requirements of various indicators by means of public announcement before June 30 and December 31 of each year. Enterprises that do not meet the access conditions must meet relevant requirements for access conditions within two years of the implementation of the access conditions, otherwise, they may not engage in waste tire processing and utilization operations. It is reported that China produces about 10 million tons of used tires annually, and the harmless utilization rate is about 60%.
