How to Balance and Evaluate the Operation and Maintenance Efficiency of Video Surveillance System

Critical elements of system operation and maintenance assessment
The current video surveillance technology has developed vigorously in China. Nationwide, the overall advancement of the construction of the “Safe City” project has provided an excellent opportunity for the vigorous development of various video surveillance systems. However, the actual video surveillance system has unique and strict requirements for its operation and maintenance status, that is, it requires the system to have the characteristics of long-term, reliability, stability, and effectiveness. In the case of an uninterrupted, reliable and stable operation of an actual system, the effectiveness and capability of its operation and maintenance (referred to as the operation and maintenance performance, the same below) is determined by the various types of hardware and software equipment, operators, and related systems within the system. The day-to-day management system is reflected. We may wish to refer to the internal equipment, personnel, and management systems of the daily operation of the video surveillance system as the key elements of system operation and maintenance. Then we measure the effectiveness of an actual system operation and maintenance, and thus assess the key elements of system operation and maintenance. .
Since China currently does not have a universally applicable method for assessing and evaluating the operational performance of video surveillance systems, this paper proposes a method that will translate the evaluation of system operation and maintenance effectiveness into an assessment of the system’s internal equipment, personnel, and management system. It involves many aspects of theoretical content, such as: the aging and reliability of hardware devices, the ease of use and security of system software, personnel skills to enhance the theory, the status of personnel cognitive psychology and daily management system of scientific and normative . This kind of assessment method that integrates the above theoretical content can not only comprehensively evaluate the operational efficiency of an actual system, but also has certain general applicability, and is suitable for practical systems with different scales and different compositions for assessment work. .

Bathtub Curve Theory: This is the basis for studying the aging and reliability of equipment and systems. For a common device or system, the distribution of its failure rate over time has a certain universality. If it is represented in a two-dimensional continuous coordinate axis with the horizontal axis as the time axis and the vertical axis as the failure rate function, the image appears to resemble the shape of a bathtub (see Fig. 1). Therefore, this theory is used in equipment aging and reliability studies. Bathtub curve theory. The bath tubing theory plays an important role in assessing the reliability of video surveillance system hardware devices. According to bathtub curve theory, the equipment failure rate changes over time, and it has experienced three different stages (as shown in Figure 1), namely, early failure period, accidental failure period, and loss failure period. In each stage, the failure rate function varies in different forms, and the corresponding reliability requirements for the system hardware devices are also different. Further, the hardware device operation and maintenance requirements and troubleshooting solutions are also different. Through the research and application of bathtub curves, different assessment and assessment criteria for system hardware equipment aging and reliability can be presented in three different stages of the daily operation and maintenance cycle of video monitoring system hardware equipment.
2. Equipment aging and fault theory: Each actual video surveillance system can be summarized with the basic block diagram (see Figure 2). The components of any system such as the front end, transmission, control, and display/recording parts are all composed of a lot of hardware. Equipment composition. Therefore, the aging and fault theory of the equipment is also of great significance in the operation and maintenance of the video surveillance system. According to this theory, the aging of equipment can be divided into physical aging and intangible aging. There are two forms of physical aging and intangible aging, respectively, and these four different forms of aging have corresponding reasons for formation and external Laws and solutions. Therefore, for a video surveillance system that requires long-term uninterrupted operation and requires stable, reliable, and effective work, using the equipment aging and fault theory, to determine which of the three types belongs to the characteristics and rules of aging of the hardware components of each component. Aging, and then evaluate the system's operational efficiency and propose solutions, has a direct reference value.
3. The Boston Experience Curve (Learning Curve) Theory: The Boston experience curve theory, commonly known as the learning curve theory, is a theory based on learning effects. The learning curve was originally used in the manufacturing industry to describe the impact of increased production, which is the increase in employee work experience, on the cost of product production and thus productivity. As shown in the graph of a typical learning curve in Figure 3, as the output increases, the employees’ experience skills increase, which in turn leads to a decrease in the actual unit cost of producing the product and an increase in productivity. If the reference quantity considered in the manufacturing industry—the unit production cost is replaced by the work response time of the video surveillance system operation and maintenance system, the learning curve theory still has guiding significance. Therefore, the learning curve theory focuses on the personnel factor of the operation and maintenance of the video surveillance system and is used to describe the personnel skills improvement and experience accumulation. On this basis, it can provide guidance on some aspects of system management system factors, such as personnel training and assessment.
4. Cognitive Psychology: Cognitive psychology studies how people perceive, learn, remember, and think about problems. In addition, the fields of cognitive neuroscience, attention and consciousness, perception, memory process, problem solving and creativity, decision-making and reasoning, etc., which are covered under cognitive psychology, can be applied to the evaluation of personnel capabilities of video surveillance system operation and maintenance. Cognitive psychology, in addition to being able to express the accumulated level of experience of system personnel, provides the ability to study and evaluate the observation, association, analysis, memory, judgment, and decision-making capabilities of video surveillance system operators. Theoretical basis.
5. Opinion group clustering method: The full name is called opinion clustering method based on consensus analysis. In the process of group discussion and decision-making, multiple decision makers vote on multiple decision plans, and use complementary representation matrix representation methods. Each decision maker makes an important judgment on any decision plan, so each decision maker A decision vector will be formed for all decision plans. The discriminant vector of every two opinions is determined by a certain comparison rule (determined by the preference vector similarity threshold), the similarity degree of the preference vectors of each pair can be determined, and the corresponding preference subgroups can be further divided, and finally the trust degree among different subgroups can be determined. The mutual influence can obtain a method of judging the importance of multiple decision-making schemes. By collecting opinions from experts with certain degree of familiarity and influence in the industry, all the evaluation items of the operation and maintenance effectiveness of the video surveillance system can be weighted. The cluster clustering method is suitable for matching survey questionnaires to determine numerous evaluation items and evaluation points. The distribution of importance weights lays the foundation for the use of analytic hierarchy process to establish an evaluation mathematical model.
6. Analytic Hierarchy Process: Analytic Hierarchy Process (AHP) is a process of abstracting complex and abstract problems and dividing them into multiple levels of consideration according to certain criteria. Each level provides solutions to the upper level and the lower level does decision and summary methods. The basic idea is to first decompose and integrate the system thinking. Based on this idea, the overall problem to be solved needs to be decomposed into different elements according to all possible causes. Each element can be considered as a sub-problem to the total problem. It can be broken down into different elements again. By analogy, the total problem to be solved can be decomposed into a hierarchical model similar to a tree data structure. All child nodes of a layer below a certain node of the tree are all the constituent elements of the node, and the root node is the total problem. All leaf nodes are the final refinement of the total problem. After setting the weights of all nodes, a qualitative total problem can be transformed into a detailed quantitative evaluation model. In the evaluation method described in this paper, the use of the analytic hierarchy process is to convert the qualitative analysis results of the evaluation program into quantitative after the research results have determined the importance weight of each evaluation item and evaluation point by the cluster clustering method. The mathematical model of the mathematical model is the mathematical theoretical basis for the ultimate achievement of the research results of the evaluation function.
Evaluation Method Research Process
1. Summarize all domestic standards (including national standards, landmarks, and landmarks) related to video surveillance systems in the country, and summarize all evaluation items and evaluation points involved in the evaluation of the operation and maintenance effectiveness of video surveillance systems. Determine the overall hierarchical tree structure of the assessment problem, and design a questionnaire based on this, and use this table to conduct related research and obtain direct data sources for the assessment.
2. Reserve relevant research theories, such as tub tubing theory, equipment aging and fault theory, learning curve theory, cognitive psychology, group clustering method, and analytic hierarchy process. The research and application of these methods will go through the entire process of evaluation methods.
3. The data obtained from the questionnaire in step 1 analyzes its advanced clustering method to determine the importance weights of all the evaluation items and evaluation points in the questionnaire, and then sorts them according to the importance weights. The weights of each item are set on the basis of the lowest importance assessment item at the same level, and then the AHP is used to obtain the weights of all the factors of the final evaluation question. The qualitative analysis of the evaluation plan is converted into quantitative mathematics. model.
4. According to the mathematical model formed by the result of step 3, a certain programming language (such as php, Javascript, etc.) is used to implement the model as an scoring interactive evaluation system of the B/S structure.
System Operation and Maintenance Efficiency Standardized Normalization Model
Since the actual configuration of video surveillance systems in various places in reality is not entirely the same, the scales vary from small to large. The installation level of the company’s equipment and construction units as well as the personnel and management systems of the operation and maintenance units are all different, resulting in existing domestic There is a need for a unified and standardized scale and method for evaluating the operational performance of video surveillance systems. This article describes a method of assessment that incorporates a variety of mature research theories. The principles and methods of these theories and their role in the assessment method are described succinctly. The research process and application scope of the method is relatively comprehensive and clear. Landformed. After summarizing, data research, mathematical analysis, algorithm modeling and other aspects of work, to construct a standardized standardized model for most of the actual operation of the video surveillance system to assess its own operation and maintenance effectiveness, the management of any system can pass The results of this model are used to evaluate the current operation and maintenance capabilities of the system and determine the direction of work that needs to be maintained and improved based on the results of the scoring.
