In the case of an uninterrupted, reliable and stable operation of an actual system, the effectiveness and capability of its operation and maintenance (referred to as the operation and maintenance performance, the same below) is determined by the various types of hardware and software equipment, operators, and related systems within the system. The day-to-day management system is reflected. We may wish to refer to the internal equipment, personnel, and management systems of the daily operation of the video surveillance system as the key elements of system operation and maintenance. Then we measure the effectiveness of an actual system operation and maintenance, and thus assess the key elements of system operation and maintenance. .
Since China currently does not have a universally applicable method for assessing and evaluating the operational performance of video surveillance systems, this paper proposes a method that will translate the evaluation of system operation and maintenance effectiveness into an assessment of the system’s internal equipment, personnel, and management system. It involves many aspects of theoretical content, such as: the aging and reliability of hardware devices, the ease of use and security of system software, personnel skills to enhance the theory, the status of personnel cognitive psychology and daily management system of scientific and normative . This kind of assessment method that integrates the above theoretical content can not only comprehensively evaluate the operational efficiency of an actual system, but also has certain general applicability, and is suitable for practical systems with different scales and different compositions for assessment work. .

Bathtub Curve Theory: This is the basis for studying the aging and reliability of equipment and systems. For a common device or system, the distribution of its failure rate over time has a certain universality. 3. The Boston Experience Curve (Learning Curve) Theory: The Boston experience curve theory, commonly known as the learning curve theory, is a theory based on learning effects. The cluster clustering method is suitable for matching survey questionnaires to determine numerous evaluation items and evaluation points. The distribution of importance weights lays the foundation for the use of analytic hierarchy process to establish an evaluation mathematical model.
6. Analytic Hierarchy Process: Analytic Hierarchy Process (AHP) is a process of abstracting complex and abstract problems and dividing them into multiple levels of consideration according to certain criteria. Each level provides solutions to the upper level and the lower level does decision and summary methods. The basic idea is to first decompose and integrate the system thinking. Based on this idea, the overall problem to be solved needs to be decomposed into different elements according to all possible causes.
